UAE e-invoicing: deadlines and what to do now

Who goes first, when you must appoint an Accredited Service Provider, and the steps to take this quarter.

The UAE is replacing PDF and paper invoices with structured electronic invoices exchanged through Accredited Service Providers (ASPs). Each invoice is validated and reported to the Federal Tax Authority as it is issued.

The deadlines

  • Businesses with revenue of AED 50 million or more: appoint an ASP by 30 October 2026, go live on 1 January 2027.
  • Businesses with revenue below AED 50 million: appoint an ASP by 31 March 2027, go live on 1 July 2027.

These dates follow the Ministry of Finance's published guidelines. If you are in the first group and have not appointed an ASP yet, treat this as urgent.

What to do this quarter

  • Confirm which group you fall into based on revenue.
  • List every system that issues invoices: accounting software, POS, ERP, billing tools.
  • Check whether each system can produce structured e-invoices or connect to an ASP.
  • Shortlist ASPs and compare integration effort and cost.
  • Plan testing before your go-live date and train the team that raises invoices.

Finledge acts as your implementation and integration consultant: we assess readiness, prepare your software and coordinate with the ASP you choose.

UAE e-invoicing penalties under Cabinet Decision No. 106 of 2025

The five penalties, how the monthly caps work and how to avoid them.

Cabinet Decision No. 106 of 2025 sets the administrative penalties for breaking the UAE e-invoicing rules. They apply once your mandatory phase begins: 1 January 2027 for businesses with revenue of AED 50 million or more, 1 July 2027 for others and 1 October 2027 for government entities.

The penalties

  • Not implementing the system or not appointing an ASP on time: AED 5,000 per month.
  • Not issuing or sending an e-invoice: AED 100 per invoice, capped at AED 5,000 per month.
  • Not issuing or sending an electronic credit note: AED 100 per credit note, capped at AED 5,000 per month.
  • Not notifying the FTA of a system failure within two business days: AED 1,000 per day.
  • Not updating your ASP about changes to your data on time: AED 1,000 per day.

How to avoid them

  • Appoint your ASP before your deadline and keep the contract on file.
  • Make every invoicing system, including POS and billing tools, send through the ASP.
  • Write a one-page system-failure procedure so someone notifies the FTA within two business days.
  • Tell your ASP when your TRN, address or legal name changes.

VAT registration in the UAE: thresholds and documents

When registration becomes mandatory, when it is voluntary, and what the FTA will ask for.

VAT registration is mandatory when your taxable supplies and imports exceed AED 375,000 over the previous 12 months, or are expected to within the next 30 days. You may register voluntarily once supplies or expenses exceed AED 187,500.

Documents you will usually need

  • Trade licence and memorandum or articles of association
  • Passport and Emirates ID of the owners and authorised signatory
  • Proof of authority for the signatory
  • Bank account details
  • Turnover evidence for the past 12 months and a forecast for the next 12
  • Customs registration details if you import or export

Common mistakes

  • Registering late: the administrative penalty for late VAT registration is AED 10,000.
  • Choosing the wrong effective date, which affects which invoices must carry VAT.
  • Not keeping records for the required five years.

UAE Corporate Tax: rates, registration and filing

The 9% rate, who must register, Small Business Relief and the nine-month filing deadline.

UAE Corporate Tax applies at 0% on taxable income up to AED 375,000 and 9% above that. It applies to tax periods starting on or after 1 June 2023.

Who must register

Every taxable person must register with the FTA, including companies that expect to pay no tax, free zone persons and many individuals doing business above the threshold. The penalty for late Corporate Tax registration is AED 10,000.

Small Business Relief

Resident businesses with revenue of AED 3 million or less in a tax period can elect to be treated as having no taxable income, for tax periods ending on or before 31 December 2026. You still register and file a return.

Filing

The return and any payment are due within nine months of the end of your tax period. Keep supporting records for at least seven years.
